In order to better promote the “Double First-Rate” construction, deepen comprehensive reform and implement the “13th Five-Year Plan”, from December 13th to 15th, 2017, under the leadership of Director Ma Xiaobin, the Party Committee Policy Research Office of Xi’an Jiaotong University went to Sun Yat-sen University, Zhejiang University and Shanghai Jiaotong University to conduct field research on policy research work.    

On the morning of the 13th, the Party Committee’s Policy Research Office of XJTU and the main leaders of the Development Planning Office, the Ministry of Education, and the Scientific Research Management Office of Sun Yat-sen University held a discussion. At the meeting, Deputy Director Yang Xiaomeng of the Policy and Regulation Department of the Development Planning Office of Sun Yat-sen University first introduced the overall development of Sun Yat-sen University in recent years, as well as working ideas and reform measures on school funding, personnel training, discipline layout, scientific research, and talent team building. Director Cheng Lei of the Comprehensive Management Office of the Institute of Science and Technology introduced the research platform operation mechanism of Sun Yat-Sen University, the construction of large platforms, large teams and large projects and the reform of scientific research management. Deputy Director Chen Hui of the Ministry of Education gave a presentation about the training of talents. In addition, the two sides also conducted in-depth discussions on issues such as subject layout and multi-campus management.    

On the morning of the 14th, the Party Committee Policy Research Office went to Zhejiang University for investigation. Li Mingxia, vice president of China Science and Education Strategy Research Institute of Zhejiang University, Xu Xianchun, deputy director of the Development Planning Department, Weng Yu, director of the Science and Technology Achievements and Technology Transfer Department of the Research Institute, and Xu Baomin, deputy director of the Policy Research Office, attended the meeting. Li Mingxia first detailed the development history of the Policy Research Office of Zhejiang University and the development of China Institute of Science and Education Strategy. Then the heads of various departments respectively introduced Zhejiang University’s “Double First-Rate” construction plan, discipline adjustment and discipline construction dynamic adjustment mechanism, personnel system reform and talent team building, scientific research system and mechanism, large team formation, interdisciplinary intersection, and logistics support of Zhejiang University. At the meeting, the two sides focused on in-depth discussions on key issues such as the implementation of “Double First-Rate” construction, discipline layout and assessment, multi-campus management, and the working mechanism of the Policy Research Office.    

On the morning of the 15th, the Party Committee Policy Research Office went to Shanghai Jiaotong University for investigation. Director of the Planning and Development Division of Shanghai Jiaotong University and director of the Reform and Development Office Yang Hao, director of the Party and Government Office (Local Cooperation Office) Tao Jian, vice minister of the Party Committee Organization Department and president of the Party School Wang Zhen attended the meeting. At the meeting, Director Yang Hao first introduced the concept, ideas and related special reforms of Shanghai Jiaotong University’s “Double First-Rate” construction. Then the heads of various departments attending the meeting respectively introduced Shanghai Jiaotong University’s personnel system reform, cadre training, innovative talent training, undergraduate training model reform, and Shanghai Jiaotong University’s cooperation projects, cooperation models and think tanks and cultural heritage serving local economic development in recent years. At the meeting, the two sides also discussed the working mechanism, working carrier, and working channels of the Policy Research Office in order to better play the role of policy consultant and assistant serving the school center.    

It is one of the routine work of the school Party Committee Policy Research Office to visit the rival universities and to conduct investigation and research. Learning experience from the rival universities can not only provide reference and enlightenment for our school’s “Double First-Rate” construction, deepening comprehensive reform, and implement of “13th Five-Year Plan”, but also is of great significance to our school’s thinking expansion and research level improvement in terms of policy research ideas, school development strategy, major reform promotion and gap filling.
